How to unban a user if he does not pass the captcha?

A user who fails the captcha is not displayed in the list of banned users and cannot open the group. How to make sure that the bot does not ban those who do not pass the captcha?

Banned users are not on Black List users in Telegram. Haven't found a way to unban those souls.

there should be a command in /help to kick instead of banning; it bans for 30s

probably tg cached the banned status and they need to relaunch tg or try later — when it unbans them, users do not show up in the banned list (obviously)
