Merge procedure description of a type to the procedure description of the instance

If the SOS contains procedure descriptions of sensor types (which do not have observations) and sensor instances which are typeOf the sensor type, the SOS should merge the information from the sensor type description (i.e. create one XML document) to the description of the instance.

This merge should be either activated for all requests via a global setting, or enabled for specific requests via a custom extension parameter.
