[WPS 4.0] Cleaning up pom.xml

Collecting opinions to:

• Remove m2e confiuration M2E Lifecycle Mapping Plugin Configuration iceland#28
• Adding jetty plugin, to conveniently debug from IDE w/o configuring external servlet-container
• In case this is possible regarding to licensing, etc. ➡️ use https://github.com/52North/maven-parents/blob/master/pom.xml as parent
• If above one is not possible ➡️ take the plugin configuration into account (git-id, checkstyle, findbugs)

Why should there be licensing issues with the parent pom?

well ... actually no license issues ... better asked: do we want the WPS available via public sonatype repository?

The API: I think that would be useful! The skeleton project would then not need the 52N repo anymore: https://github.com/52North/WPS-Extension-Skeleton
