Set up Spack docs don't work

Description

The documented process for test the set up of Spack on Gadi fails on trying to deactivate the environment. The process of compiling the test package seems to break the spack.yaml environment file.

Why

Documented process breaks when trying to deactivate the environment. Particularly spack env deactivate throws a syntax error in the spack.yaml file.

Close Criteria

Fix the process so that it completes without errors.

It looks like the approach is going to be a "Fix the test spack package so that the documented process works", rather than"Fix the docs so that the documented process works". Given that, I think I'll close this issue when the associated Spack changes have been made

Nope, still fails on spack env deactivate due to a syntax error in the YAML
