Update the Cylc7 module version from 23.09 to 24.03 on the following page

Why

The newer cylc7/24.03 module includes an updated version of mosrs-setup module, which is much more reliable than the one bundled with cylc7/23.09. Users should be directed to use this newer version going forward.
