Implement the Logic for Creating a User in the backend

• Description:
  • Create a RegistrationProcedure and saved it
  • Response with the ID of the newly created procedure
  • Create the OTP and hash it, send a copy to the user
• Use-class available at User story 14: As PawerPay Kiosk, I would like to check my balance #1
• Blocker: Implement a logic to hash and validate strings #14
