Finalized LLM Service

some test suite should be developed to evaluate the efficacy of the service as a whole.

I'm marking this as done so that depending issues don't have to wait. The completions work for deepseek-base-1.3b. However, what remains are:

1. Adding starcoder2
2. Storing requests to the database, because I don't know how to get a Session.
