Initial support for tmpfs-based containers

The designed layer structure should be like:

- layers
  - local
  - tmpfs (mounted tmpfs)
    - upper (overlayfs upper layer)
    - work (overlayfs workdir)

I didn't find any usages of diff and diff.tmp at wild, so there are no symlinks for compatibility.
