WebUI fails to run on Windows with AMD Radeon drivers newer than Adrenalin 24.2.1

Environment:

• OS: Windows 11 64-bit
• GPU: AMD Radeon RX 7700 XT (RDNA3)

Problem:
WebUI currently only runs on Windows/AMD systems
when using Adrenalin 24.2.1 or older.

However, Adrenalin 24.2.1 causes reproducible crashes
in some DX12 games on my system.

Upgrading to newer drivers (24.3.1 and above)
fixes the game crashes, but WebUI no longer runs at all.

Questions

• Is Adrenalin 24.3.1+ currently unsupported or known to be problematic for WebUI on Windows/AMD?

• Is there any workaround or configuration that can be applied on the user side?

• Are there any plans to improve compatibility with newer AMD drivers,
  especially for RDNA3 GPUs?

comfirmed, even with older driver, the latest rocm is NOT useable at all, memory leaks, hang ups, there is a lot to do. (RX 9700XT)
