Decrease time period for temporary exceptions caused by Proceed anyway on blocking page

Issue Details

there is a 40-minutes period now when users click Proceed anyway on the blocking page (temporary exception is being added for the website). and that is too long

Proposed solution

the value can be decreased to 10 seconds for consistency with the CoreLibs apps.

to show a blocking page again, the filtering engine update is required anyway
