Implement plant efficiency visualizations

Implement a new visualization option
This will show the percent of time this plant spends operating below a given threshold i.e. EPA/Honduras standards.

@jacuerp any chance I could see what you have in mind? Are you going to implement the controller part of this? or the view part? AKA, the backend or the frontend? As the codebase becomes larger, it's critical that we follow a well-defined industry standard. I propose we attempt to use the model-view-controller standard. Read that intro, it explains the concept quite well.

Here I have a picture of the finished product:

The steps to create this "ranked plant efficiency graphic" were to:

1. Get turbidity data
2. Rank the turbidity data (1 is the lowest, and 148, or whatever the last point is, is the highest turbisity.)
3. Turn the rank into a percentage out of all the data, such that you could say "this data point has higher turbidity than xx% of other data points"
4. Graph the ranking on the x axis, from 0 to 100% and the turbidity on the y axis

I think this should all be done on the client side.
