Bitstream corruptor mode (emulating DTV poor reception) #21

Description

Feature for which version?
Both free and Windows version

Describe the feature you'd like
This mode allows you to datamosh videos by directly corrupting the video bitstream in a way that it can still be read, similarly to what happens when digital television has poor reception, also known as digital cliff effect (example here). In ffmpeg, this can be achieved with the "noise" bitstream filter. In the free version, the options are limited to random seed, maximum and minimum gap between corruption in frames, corruption intensity. In the paid windows version, you have full control over what portion of the bitstream you want to corrupt and even manually edit them (you still can choose the automatic mode from the free version).
