The repo dl page isn't reachable

There is a link on the https://thorium.rocks/ page to http://dl.thorium.rocks/ which produces a page saying that it is unreachable with the connection refused.

Also a "sudo apt update" output contains the following:
W: Failed to fetch https://dl.thorium.rocks/debian/dists/stable/InRelease Could not connect to dl.thorium.rocks:443 (202.61.237.11). - connect (111: Connection refused) Cannot initiate the connection to dl.thorium.rocks:443 (2a03:4000:5c:3f::1). - connect (101: Network is unreachable)
