Support for `value` expression function

Description

Introduced in Altinn/app-frontend-react#1971, and discussed here on Slack. After Altinn/app-frontend-react#2806 this new function is now usable in expression-validation as well as the optionFilter property in option based components.

Make sure to also update docs to reflect that this can be safely used in expression validation.
