Feature Request: Give insight into usage limits

It would be great to be able to see the usage limits and how close you are to them.

Use Case

I'm running into a problem where I see that Q Developer posts a comment on an assigned issue like "⏳ I'm working on generating code for this issue. I'll update this issue with a comment and open a pull request when I'm done." but then never follows up, never opens a new branch.

I'm assuming that's because I may have hit a usage limit, but I have no way to confirm that.

Proposed Solution

Have a dashboard with the limits clearly visible.

Hi, thank you for your feedback. From 8:22 PT to 18:34 PT on 5/13, Amazon Q Developer software development agent in GitHub experienced elevated latency and error rates. The service is now operating normally. To retry for any issue which did not receive a response, you can create a new issue and assign the Amazon Q development agent label.
