Activity definition loading

Hi -
I think it would be interesting to see how well LRS deals with the consequences of the requirements of section 4.1.4.1 (p17) in the spec. These imply the LRS should check incoming statements and potentially update activity definitions. A test to exercise this would be revealing about the LRS, and potentially about good practice sending statements that minimise load.
