The Activity Editor currently supports Sub-tasks (an activity breakdown within a Top-level Activity, or the next highest level). This is a good feature but it can be hard to use. There are at least 2 aspects to this:
- It isn't clear that there are Sub-tasks for an activity visible in the UI.
- Being able to create an activity at a level and then promote / demote it to a different level is a natural thing to want to do when analysing and modelling a sequence of activities.
Basic Example
When modelling the sequence of activities on a production line, or on a construction site, quality inspection may be needed before proceeding to the next intended activity. If this Quality Inspection is added at the Top Level for a specific task it may later be more useful to group that with the activity that is subsequently inspected.
Drawbacks
Both points probably need to be addressed together.

Resolving aspects of how Time is handled is likely to impact this feature request.
