[Bug] Self-Hosted: Maximum number of regular users reached

On a fresh install I cannot add more than 2 users.

User 1 is my admin
User 2 is a regular user

It works neither as an invite nor via the Admin interface.

To Reproduce
Steps to reproduce the behavior:

1. Go to Admin console
2. Click on 'Create User'
3. Fill in a new mail address
4. Clck on 'Create'
5. Repeat steps 2-4 again
6. See error

Expected behavior
I expect the user to be added and able to login
