Modify the star ports to allow creating of Level 1 ships. Requires level 2 star port to build them.

When StarPort is level 2, show level 1 ships
Show "Build" option if player has enough resources
Create formula for determining ship build time
Allow the user to start building the ship
Update process command to mark the ship as complete
