Species pages - misc changes & fixes

• Move ala-mantine dep to use NPM (from yalc) -> yarn add @atlasoflivingaustralia/ala-mantine
• Investigate refactoring all data fetching code to use Tanstack Query
• Clean-up config usage - remove hard-coded server URLs and update README with new entries in .env.local
• Check (& fix) that all components depending on fetched data, use Skeletons
• Extract component CSS into separate module files from species.module.css, where it makes sense
• Add unit tests
• Create a basic set of functional tests using Cypress (and Karma?)
• Configure Prettier to format code on save, using ALA std config (ask Jack)
• Disable mouse zooming on map (moved to Species page - map tab #37)

• moved to bootstrap.
• no UIs implemented so far would benefit from using Tanstack Query, so I do not think it is worth the additional dependency at this time.
• added skeletons in many places to search-ui, I do not like the content jumping that skeletons introduce, but leaving them in as loading indicators are required. create a separate task to update them all once the content is a bit more stable.
• left much css as inline. suitable for a new cleanup task once all content is stable.
• still needs unit tests.
• for integration tests I found playwright was easy enough to use, see regions-ui.
• explored auto code formatting but gave up as I found various defaults unsatisfactory and did not want to spend time tuning it.

The remaining items are cleanup and tests, nice to haves if there is time.
