reprocess failed image ingests

I was chatting with Thomas and he mentioned he commonly sees issues where when trying to view herbarium sheet images it fails, there is just a blank grey popup. I checked an example with him and the issue was that the original image and thumbnails exists in S3 but none of the tiles are present.

He said this issue has been present for years. Possibly there was an ingest failure on a large batch of herbarium images
