Legit noteheads mostly removed during Reduction step #852
Description
As named in title. The reduction step seems to remove many of the legit noteheads.
Small note and small stem are enabled in this case.

There are a lot of prompts shown during the step:
No noteheads are regained in the subsequent steps. I have suspicion that the issue occurs because of the cadenza section, but may need maintainers to figure it out.
