Help in Setup?

I'm a Newb - Can you please outline for me the setup environment so that I can use this as the base of my build, which platforms to use, etc? New to this and it is written for people who already code - looking for assistance to start editing and running the application.  I have VizStudio 17 & 19, Sublime text
