Launchpad flashes when clicking on Next Steps in Launch Banner

Quick summary

After launching a site with Premium Styles and visiting the site (logged in), Next Steps will redirect to Home, but with Launchpad flashing for a second. It will only happen once as when you go back to the page it renders My Home.

Steps to reproduce

Video above starts from step 4

1. Go to through /start, pick a domain and a free plan
2. Choose a free theme + style variation (e.g., Twenty Twenty-Five with Evening Variation)
3. Click on Decide later when the upgrade modal shows
4. Launch the site from the launchpad
5. Go to the site xxx.wordpress.com still logged in
6. Click on "Next steps" at top left
7. It will flash the launchpad for a second and redirect to /home
   (Can't be reproduced again as now the xxx.wordpress.com launch bar will say My Home now.)
   

What you expected to happen

1. Show My Home instead of Next steps (as the site has already been launched)
2. Click on My Home and redirect to /home

What actually happened

1. Flashes launchpad
2. Goes to My Home
