BUG-Navigating to a section anchor link visually highlights the previous section entry in the table of contents

Bug description

Though we are navigating to #interactivity-through-actions, the previous entry in the toc is marked as active.

If you scroll down a tiny bit, it'll properly mark the correct section as active.

I noticed that disabling navigation.tabs.sticky also fixes the problem. I think it may be related to #1105.

Expected change
When navigating to a specific anchor link, that anchor should be active in the toc side panel.
