MATE: Honour org.mate.lockdown.disable-user-switching

In MATE desktop there is a lock-down feature called "disable-user-switching" (a gsettings boolean parameter).

The session indicator should honour this flag and if enabled hide the user menu and also avoid advertizing user switching. MATE's screen saver dialog won't offer user switching anymore, so it should be hidden from the menu.
