Would it be possible to create overarching government ranks that include smaller ones? As a real life example: The Holy roman empire had several republics, duchies and kingdoms under it's empire with different cultures and later religions. Currently the only way to do that would be to make all smaller duchies etc into vassals of one Kingdom/Empire, but that somewhat lacks in accuracy and makes it tedious having to set all those through the diplomacy setting. Having some way to create duchies etc inside a Kingdom/Empire would be great.

Hello. We have provinces that can be used to show duchies. The new layer may be added, but probably not too soon.
