Is it possible to rotate all the regions on the map? Either by transforming them directly or setting a angle to how the map is positioned on the globe?

Hello. No, that's not supported. All you can do is export a heightmap, rotate it using other software, and then re-import the rotated heightmap (Tools -> Heightmap -> Erase -> Image Converter)
