[Retirement] VM Insights Map and Dependency Agent

In #1026 it was added an opt-in DCR for VmInsight without any need for dependency agent.
With the recent news about the retirement of this agent and the VM Insightgs Map feature, ALZ-Bicep should be updated to reflect this:

Customer will not be able onboard new VMs from the Azure portal after September 30, 2025

Sometime before this date I sugggest the default DCR switch to be PerfOnly.

Recommended action: Customers are recommeded to offboard from the VM Insights Map feature.

It is also a policy deploying the AMA+DependencyAgent with the DCR-resourceID. But I'll imagine this is handled by the policy-repo..?
