Question if policy is in the right policy assignment

Hi all
We have some issues with ingress setting in container apps because the policy "Container Apps should disable external network access" is included in the initiative "Public network access should be disabled for PaaS services" with a default Deny effect.
From our perspective the policy "Container Apps should disable external network access" hos nothing to do with public network access, as the public network access is handled by the Container App Environment.
Have anyone else stumbled into similar issue and have you just exempted from that policy?
Could it be an idea to leave the policy from the initiative in Enterprise Scale or don't you agree that the policy is misplaced?
