Add tools for deploying debug pods

Add tools to AKS MCP server which allows users to deploy a debug pod and run debugging commands such as curl, nslookup, etc.. This tool should only be available to users with sufficient permissions to deploy to / modify the cluster.

Per my understanding, this is implemented in mcp-kubernetes - kubectl_run is the tools to run the image and kubectl_logs is the tools to get the logs user cares.
