Direct management API SAS token retirement

In Step 2.2 of the article on how to self-host the Developer Portal, we are guided to manually create a SAS token to enable the direct REST API access to API Management instance and use it in the config.design.json and config.publish.json files.

Now that direct management API Management REST API is retired, how will we continue updating the self-hosted Developer Portals?
