Bug description

No insert widget Plus sign appears when you create a new page section with blank articles or aside

Reproduction steps

  1. Go to a static or new page
  2. Click on section plu icon
  3. Add a blank section with article or asides
  4. try to add content to the section
  5. No grey widget plus button is display allowing you to add content and no way of adding a child item to the section

Expected behavior

You click on the blank article that you want to place content under and it allows you to add a default widget like text or a menu
