Migrate tests to CosmosDB emulator

Depends on #11129

Migrate all tests which need cosmosdb to use theemulator https://learn.microsoft.com/en-us/azure/cosmos-db/emulator-linux. We will aim for the docker emulator as then we can test on linux as well.
