[REQ] Allow build to be interrupted and resumed

What is your request or suggestion?

In some environments, the source has to be fetched on one machine, and the build steps executed on another. Dalec needs a (documented) way to resume an in-progress build. We should also test that an interrupted-and-resumed flow 1.) fails if intermediary artifacts have changed and 2.) produces an indentical artifact to an uninterrupted build.
