Fix beachball change file format to include PR link

Changes

• Modified change/@azure-msal-angular-e230b80b-b14b-4696-9d63-ad0fcbb416be.json comment field from "Fix CVEs, #8189" to "Address dependency CVEs [#8189](https://github.com/AzureAD/microsoft-authentication-library-for-js/pull/8189)"

The change file now uses Markdown link syntax for PR references, consistent with other change files in the repository (e.g., [#8122](URL) format).
