DocFormatter pre-commit hook issue

We are using an external DocFormatter repo pre-commit hook, which does not work with the latest update to pre-commit (version 4.0.0).

The issue has been sent to the DocFormatter repo for them to fix, but we may have to switch to a different hook: PyCQA/docformatter#289
