Update runtime docker image for 0.1.0

For develop purpose.
The bmf version in babitmf/bmf_runtime:latest is still 0.0.11
Does the runtime environment work with 0.1.0 or newer?
It is recommended to either keep this image synchronized with the latest version or include documentation stating that the code may not be up-to-date.
