Make docker composes reusable

This issue is an effort to try to deduplicate docker composes and reuse the ones are in the other repos like api and frontend.

Now this has changed since we do not have frontend and backend anymore but we still have separate docker composes in infra and in the main repository. I will research on what would be a good approach.
