DHCP option 121 - classless static routes

Trying to figure out, if gravity can replace our ISC DHCPd installation, I am trying to configure classless static routes [1] with gravity.

In ISC DHCP and using an LDAP backend, one would configure this at two levels:

1. at the dhcpService level, using "dhcpOption: rfc3442-classless-static-routes code 121 = array of integer 8"
2. at the dhcpSubNet level, using for example "dhcpOption: rfc3442-classless-static-routes 24,172,22,3,172,17,100,249, 24,10,254,238,172,17,100,249"

Can this be done in gravity, too?

So far I have tried to configure it like this at the "Scope" level:

- tag: 121
  value64:
    - MjQsMTcyLDIyLDMsIDE3MiwxNywxMDAsMjQ5LCAyNCwxMCwyNTQsMjM4LCAxNzIsMTcsMTAwLDI0Cg==

But as far as I can see, the clients don't end up receiving the correct route. Is there anything else I need to do?
