Breaks full-screen mode

What steps will reproduce the problem?
1. Set toggle toolbar with the mouse to 'true'
2. select "a toolbar" radio button
3. Set delay before hiding toolbar to 500ms or higher.
4. go to full-screen mode by pressing F11
5. wait for controls to hide then hover top to show controls.
6. hide controls again then hover again.

After all the steps, at step 6 full-screen controls won't show on hover anymore.

What version of the product are you using? On what operating system?
Firefox 16 and 17 on windows 7.

Please provide any additional information below.
I think when firefox hides the fullscreen controls, it also hides the bookmarks 
toolbar because it is available at the time due to the delay before hiding the 
toolbar set in step 3.
