Toggle toolbar with mouse over toolbar button not working

What steps will reproduce the problem?
1. Toggle the toolbar with the mouse
2. Toggle the toolbar when over the bookmark button


What is the expected output? What do you see instead?
Expecting to see the toolbar pop up.  Nothing pops up.

What version of the product are you using? On what operating system?
3.3, FF30.0, Win7

Please provide any additional information below.
I have this setup on several systems.  It has worked in the past and it has 
worked on other systems but it continually changes from working to not working 
for no apparently reason.

When I change it to toggle menu when over a toolbar it works every time.  It 
seems to have something to do with the bookmark button.
