Starting 6.5 Waterfox opens URLs in containers if there are already tabs opened in them

What happened?

waterfox https://github.com opens the URL in a container rather than no container, because there's already an existing container with it open.

Waterfox should open URLs with no container by default. This was working as expected in 6.0.20.

Reproducible?

• I have checked that this issue cannot be reproduced on Mozilla Firefox.
