Since the switch to OJS, no more DOI created automatically

Control need to be done:

• unicity
• last for digit

rules:
10.1515/JDH.YYYY.0013.R1

0013 incremental number
YYYY year when the peer-review is introduced or YYYY when it's published

as the DOI is registered to crossref after the publication
