Add TOPNET services into HydroDS

I talked with Dr. Tarboton and he wanted me to include TOPNET functionality into the HydroDS github, however I can't do that as it is not my repository. Could you please add the TOPNET functionality into HydroDS, Here is the link for the TOPNET functions:

@nazmussazib Do you just want your TOPNET code to be part of the HydroDS repo? I can do that. But there went be any web services that use your TOPNET code. Let me know if that's what you want.
