Build and run quick_start on wcoss2, hera, gaea

Wcoss2 is the NOAA operational system, hera and gaea are NOAA R+D systems. At the moment, there are either no env or Macro files, or the files do not permit successful execution of all members of the quick_start suite.

This is almost certainly a matter of the module environment. I will post log output for each system as they become available.

• hera -- fine
• macos -- only with MAXTHREADS=1 (or a pe configuration of Nx1) (env.high_Sierra)
• gaea ... still problematic
