Add packaging workflows to Face_Detector.Cpp such as in Lowwi package for releasing in Conda channel

Packaging workflows

This repo now already has a nice ROS2 node. But it would be a good idea to package it just like in the Lowwi repo. This way it can be used with pixi and our own conda channel.

Which of-course simplifies things...
