Tests

Currently there are no tests to verify that code operates how we expect it to. We should create tests and have them run in a CI pipeline to ensure that code is functioning properly before being merged into main.

In addition to tests, we should have automated runs of clang-tidy, clang-format, etc. and also their java/python equivalents if such equivalents exist.

I can work on tests for the website and metrics engine. Is there a preferred way you have to do tests for C/C++?

I have heard that catch2 and googletest are both pretty good frameworks for testing.
