need to discuss the way we develop/merge a big feature branch

• develop in a feature branch, YOLO merge it or (optionally) PR, then separate to smaller PRs to unstable. May have to rebase/merge back from unstable
• or have a feature branch, have PRs against it, then have final big PR to unstable

reference: n-historical state, electra, holesky-rescue. In progress/upcoming: archive store, state diff, fulu

some criterias for it:

• efficiency both for the author and reviewers
• risk
• how to trace back the merged PRs if regressions happen

also for refactor PRs, I propose to always make it against unstable, and merge/rebase back to feature branch

We discussed and decided to table this topic until electra release and most probably till our adoption for Bun cause some issue with Yarn or can get benefit from migration to other package manager.
