Need to audit and resolve downscoring of peers in BlockInputSync #8411

Describe the bug
UnknownBlock and refactored BlockInputSync currently have the downscoring of peers commented out. Need to audit this behavior and re-enable that prior to mainnet launch.
Expected behavior
Peer downscoring is handled correctly
